These things are NOT the size of a grain of sand. The electronic components mounted on them are many times bigger than a grain of sand each. The coil antenna also cannot be as small as a grain of sand because it would have to work at extremely high frequencies (beyond GHz) and wouldn't have enough transmitting power to reach a ground-based receiver.
They don't fly either. Falling slowly is not the equivalent of flying. Everything this article says is exaggerated and speculative at best.
