A unit like that may overheat from constant use while charging. Some have warnings to that effect.
For car use a unit with a built in fan would be the way to go, there's cheap (thesignaljammer.com) and expensive ones (thesignaljammer.com) that have them.

When I first saw it it reminded me of the Fuel Doctor from years ago. It plugged into the car's 12v outlet and is supposed to give you better mpg, but someone took it apart and it was just an led light inside lol.
There is an argument to be made for adding capacitance or inductance to a circuit to reduce the reactive power component. In theory, this can reduce the load on the alternator and actually give you better MPG.
I would be quite surprised if any car made past 2000 would have a significant reactive power load.
