For the longest time, Movie Theater owners were using jammers to block out cell phone usage. However I have seen some "legalish" ways of companies using them. For example, a particular business in Evandale, Ohio has (at one point) an AT&T antenna on their campus and the signal is so strong it renders all other cell phone vendors and GPS devices practically useless.
