This is the page (docs.microsoft.com) that leads to the page you've shown. It's documentation for OEM/ODMs including windows with the PCs they make available for sale.
If you look at the Windows 10 21H1 "Supported Processors" (docs.microsoft.com), it only goes back to the 5000 series. I know a friend on a 2000 series i7 that is running win10 just fine.
