It's not that I must use that PC it's was just pointed out how these refurbs are great options for personal servers.

It depends on what you want to use it for. A general backup server, sure. A plex machine for a single viewer? Yeah. Web or shared plex? 4th Gen i3 and DDR3 will fall flat on its face.

Both a media server for streaming and a file server for personal files when I'm out and about. Not one will access it but me.

What generation CPU would you suggest for ability to down-encode fro 4k/2k/1080p to 1080p / 720p at a sufficiently fast speed to be used as a streaming server?
