I want something that will be able to real-time encode 1080p / 2k / 4k to something lower for upload bandwidth reasons.

Do motherboards without ethernet ports actually get made still withint the last decade?

Yep. And the ones that are default will not do what you want. Remember your internet speed will be a factor if outside dialing in. So that's important as well.
