The last issue of Culture Wars had a great article on usury in Indian culture. Arguably they are even worse than Jews as far as usury is concerned: the merchant and banking caste has it to the point that usury is even baked into the religion's reincarnation cycle.

For example: a farmer brings his goods to market. Due to interest from previous loans, which the farmer had to take out in order to buy seed to plant his crops, as well as fees charged by the people who run the market, the farmer is losing up to 40% of the worth of his crops. If he fails to pay back the loan, then he is told that he will return in the next life as a pet for his moneylender to beat. The moneylenders would even take an animal and show it to the children of defaulters, claiming it was their beloved relative and beat the animal in front of them to get the point across.

The system has been in place for thousands of years and is ingrained in them... so this sort of behavior is to be expected.
