There are differences in purpose and function. Does a corporation care about security of their spy data, especially when it costs millions to protect? Probably not. Does the FBI, NSA, and CIA care about the security of their data gathered via spying? Very, even if it costs millions to protect. Why? Because a spy agency does not want its capabilities known.

I used to think the alphabet agencies were spying on other countries. I still think they do that, but their main purpose is to spy on us. They don't want us to know.
