Even then all three branches dont have to agree together, the support of the public only makes it easier to carry out,duh - it's absolutely not a conclusive factor the govt follows, the public didn't want to go to war in Irak, the public were against the govt arming isis/ rebel moderates, the public were against the whole-sale militarisation of law enforcement, the public are against asset forfeiture. There was never any public opinion asked on mass immigration, the public are against that. Your claim of the importance of public opinion deciding govt measures is laughable and provably incorrect, it's nothing more than PR window dressing and good for msm headlines.
