It means, that all v3 .onion addresses are unreachable, and that more or tor's functionality could be broken ATM.

Apparently some guy named Dread - who is a big guy I guess - figured out whodunit and is going to fuck them.
I don't actually know much. I don't use TOR due to not wanting to.
