Quite a few people get caught in OPSEC stings. I'm always surprised at the number of mugshots on the wall.
It is a lot harder to get away with low-level stuff like this, cameras are so cheap they're literally everywhere.

There's always too much people involved
Not even one is the ideal number. That or "just about anybody on planet earth". Because what's the difference, in the end?
Every criminal investigation goes by determining a pool of potential suspects. If the main suspect is a black male in silicon valley, they you can already remove the rest of planet earth and the rest of the population, the chinks, the whites, the women, children, etc... And start there.
