My question focuses only on the router in order for all devices within the network that connect to it, to get IP addresses in a different country.

Can that be achieved from the router directly done by an end user that has access to the router?

If so how? I just need the generics, I understand that the configuration of the routers may vary from models, os version, etc.

Or should the request be done through the ISP?

Please note that some of the devices may not support the installation of VPNs into them so the configuration would have to be from the broadcasting device.

...dude... Just use a router that supports vpn and use that as your gateway.

Otherwise, no. You can spoof external ip's all day long, but the internet won't understand how to route packets back to you because you'll be in the wrong AS (zip code).
