I remember buying a TON of anime VCDs back in the day. It's amazing how decent they were up until I started using a flat panel monitor with about triple the res and then questioned what the hell I had been doing for 5 years.

But VCDs appear still to be popular in third-world countries.

VCDs are 27 year old technology by now.

No doubt. Even something a bit blurry is better than nothing. Not going to pretend like I didn't watch a fair share of scan-lined, scrambled porn after discovering what the higher-numbered cable channels ran at midnight.

Same. It was the only way to get some things. I still have some of the ones I purchased that had a Japanese-done English dub where the stuff wasn't butchered. It's strange to hear Japanese speak with a neutral Nebraska accent.

VCDs were fine for analog televisions, but they look like shit on anything with more than SVGA resolution.

They are easy to make and can be put on cheap CDs, however. If done properly they look ok.
