This is indeed an important question. The power supplies on the units I've seen are far smaller than the 200kW that is on the truck in the video. Many of them are in the 1-5kW range. Also the antennas are not blasted linearly but centrally so will disperse power quickly with a power drop correlating to 1/r2.
However, if there is a net and they are close enough together so a kind of "microwave blanket" could be implemented for crowd control. I don't know for certain, but these are things I'd be testing against for a long term study ... which strangely seems to be missing and people are attacked for questioning.
