As far as I remember, Windows Mobile 6.5's entire system runs on .exe files just like desktop Windows, and one of the two file explorers even rendered the icons of desktop Windows executeables.

It is possible that some desktop Windows executeables could run on mobile and vice versa. I remember desktop 7-Zip 9.20 running on Windows Mobile.

But Windows Mobile 6.5 and earlier handled app installation through pocket PC CAB files and even had multiple user interfaces for some same things (e.g. WiFi and Bluetooth device manager), as far as I remember.

Just because it's an ".exe" doesn't mean it will work 100%, some basic Win32API stuff might run, but any program that uses anything beyond that like .NET Framework or any other runtime library never released for Windows Mobile will not.
