Like what kind of traceability would there be? Also, I wonder if this is what happened to Micheal C. Piper? This kind of reminds me of the "fart gun" that people posted here a little while ago. It was basically an open drum which blasted air across a room and in the amazon reviews some military guys claimed they used it in their barracks to deliver a fart across the room. The whole idea of using any other breathable chemical doesn't seem that far fetched. Especially if you can get up close to a person.
