That flap is the switch that tells the pump someone wants gasoline, and/or is done pumping. If it never comes down, it never knows someone wants to use it.

Yeah if it don’t come down it don’t activate the pump. That’s what I don’t get. I can’t get gas.
Maybe it’s this: Card in activate pump. Flap never comes down can’t pump. Pump still active for minutes. You drove to another and do again. Guy drives up to the old pup which is waiting for selection, fakes using card and then pets the flap “on” then pumps gas on your open card?
