How is this suppose to work? If the flap don’t come out all the way, it won’t pump. And this keeps the flap from coming out, not going in (which ends the transaction).

Given that it is a paki scam, I'm going to assume that the screw allows the meter to go up while a lot less fuel is dispensed, so people end up paying say twice as much for the actual fuel that they get. Then the pakis can take out the "extra" fuel from the tank later and use it for themselves, or sell it to pakis at a discount and they pocket the cash, while the accounting shows that all the fuel was dispensed and paid for.
That's an electrical switch. It tells the pump you want to use it. If it's stuck up, the pump never allows anything.
Literally, when it's up, the pump is disabled.
Paki gas station owners are becoming aware that people know that their payment machines have been compromised because the pakis are using skimmers on their own machines. This would cause them to move to other scams like charging for gas that is not dispensed. Short of getting a paki in charge of doing random inspections of gas stations to make sure that the meters over charge, what are some other ways that the pakis could rip people off at the pump?
I don’t see how. It’s an electronic switch not a manual valve that can be proportionally opened.

That flap is the switch that tells the pump someone wants gasoline, and/or is done pumping. If it never comes down, it never knows someone wants to use it.
Either that video is ragebait, sabotage, or low-IQ jeets. Probably all three.
