These changes should not impact regular customers who enjoy using Steam wallet codes they purchase at retail in their local currency. Each Steam User Account is associated with a specific currency, which you can see in the top right corner of your Steam Client. Going forward, you may encounter an error if you try to activate a Steam Wallet Code issued in a different currency than the one of your Steam User Account.

I think the Chinese are the ones running the scam where they take the cards home from a store, record all of the secret ID numbers, then return them and wait for a real customer to put money on them.

Pajeets try to scam people over the phone. They might still be in business though. You can buy digital gift cards for other people. Pajeets could scam people into buying one for them.
