This is semi-true. They aren't as common as people worry about. But they're common enough to be an issue to any liberty minded individual. And by common I mean of relevance to being able to identify an individual easily. The US isn't the UK yet where there is actually a grid of High Def video cameras scattered around most public places that are operated specifically by the government.
