The linked article (in Portuguese) says the dust was being spread on a crop field. It could possibly have been quicklime or hydrated lime, but powdered chalk or limestone would still be more likely.

It also says that the father was busy and only intervened when he looked over and saw the boy "buried" in the dust. So he may just have drowned in it, so to speak.
