Pretty much all retail places I've worked at say "Do not interfere with shoplifters. Do not chase. Note all details but stay out of the way."

They used to let the asset protection employees pursue. I wouldn't be surprised if they all have policies against pursuing shoplifters today. Those employees don't make much over minimum wage, definitely not enough pay to put your neck on the line. The retail corps all mark up the merchandise to offset the loss from theft, they aren't losing a penny and joe bob security guard is easily replaceable.
