So, Ancient Rome was making something sort of like fish sauce?

Yup. There's a lot of writings about it too. The one I thought was funniest was a spoof about a lover talking about kissing her husbands butthole rather than in the mouth because he'd spent the night eating Gaurm heavy food. I guess it was even stronger in smell than modern fish sauces

Per internet Pliny the Elder stated that garum was made from fish intestines, with salt, creating a liquor, the garum. After the liquid was ladled off the top of the mixture, the remains or fish paste, called allec, were used by the poorest classes to flavor their staple porridge.

Sounds like crap.

It still sort of exists in the south east as fish sauce. Smells bad, but after fermenting in the salt, it has a super strong umami flavor. Like intense soy sauce but better?

It's like stinky cheese: doesn't taste what it smells like
