You could rig a 12V deep cycle with a trickle charger to an inverter. Charges when the power is on and provides power when it isn't [ham radio operators often have setups like this]. I guess this man's life wasn't worth the couple of hundred bucks that would cost to do.
They should at least give a few hours warning so people don't get trapped in elevators and shit or die when medical equipment shuts down. They should sue the fuck out of that company, the same one who's meters burned down houses and businesses. This company is shit personified and needs to be hit in the pocketbook and also with the payoff demand no bonuses for PGE executives as part of the suit to make them hurt personally including the CEO. If they knew bonuses were on the line they would have put in a plan for something like this without a doubt.
