For most of us, that would look something like finding the people with the know-how to do so, everyone chipping in for materials, then building it as a group. Stocking it and keeping it ready for when your group has to seal itself in.
I get that too. That is also hard. You have to find people that get along well and could in a isolated space for a long period of time which is very hard. Even the situation I suggested would probably be for at a minimum of 5-10 families that could work together and have different useful skills.
There are a lot of great people that could never handle a situation like that for more than a month without going crazy let alone years.
Yup, finding the compatible people is probably the hardest part of that process.
