It's a good idea to have a backup heat source.

I have a kerosene heater and lamps, as well as candles. Even in an apartment you can get a little buddy heater or a small lamp or lantern.

Just be careful with carbon monoxide and dioxide filling a room that is not properly ventilated.

Kerosene isn't a big risk as long as you have a good wick and you're using it correctly. Still in an enclosed tightly sealed room, you could have an issue. Everyone should have a CO detector in their home too.

The little buddy heaters actually have an oxygen depletion detector built into the unit.
