Very much true. The difference in your example is that when they eventually do something stupid and set the whole building on fire, more of them die since they are not in self-contained tiny-boxes separated by dirt/rock/concrete.
Go after the cause, not the symptom. Some of these people can re-join society and be fully functional or at least mostly functional. Many of them are either so damaged from addiction that they are no longer fit for society and and only exist in a controlled environment with treatment/care.

Very few can rejoin society, they’re way too far gone and the police won’t even enter their encampments because they’re feral and police are pussies. These people are bums not homeless.
Resources every where only 20 have taken advantage of the rehab centers. It’s also a huge money laundering operation from the government, their family and friends.
The people who do go to the encampments have the liberal mindset of victim, oppressor and savior and they form symbiotic relationships to feel superior to others.
Also the non-profits can provide, tents, blankets, and som clothing. Anything else and their non-profit status gets revoked. There’s one that’s “for profit” but doesn’t make any money, takes donations but has to pay taxes and they actually help people who are struggling with being actually homeless or almost homeless.
They help get jobs, repair vehicles might help with expenses, take you in for a month or so, get you documentation etc. these are the true heroes. The volunteer their time, pay for stuff out of pocket and help keep people from living in their cars or the street.
