I'm fairly sure she believes that (1) Putin was responsible for the rise in prices in March and (2) it was Biden's intercession that has been dropping them back down, slightly. Both statements are ridiculous when you examine them closely but they aren't mutually exclusive statements like Defiant L's seems to imply. (And like a bunch of other tweets appear.)
