Who does...the Mongolian musketeers? Every competent military complex trains with service weapons. There's no practical use for something like this in training....perhaps as punishment for someone who doesn't properly handle a weapon but counter productive because it furthers bad practices.
This is not true. The US army hands out "rubber ducks" which are basically rubber m16s, at least for the first portion of basic training. At least back in the early 200s they did
