The previous mayor (the nigger just took over) claimed the city was out of austerity early because of his great leadership when the reality was he cut essential services such as not sending out snow plows until after snowfall had stopped and didn't send out equipment to pre-treat the roads with de-icer or salt, and wouldn't send plows to most residential streets unless it was garbage day. Then when the budget was balanced from him not providing essential infrastructure services instead of restoring them he declared the city a sanctuary city for illegal invades, which put more stress on infrastructure because of the vastly increased population.
