He was being silly for a kid. Those in mental decline often continue to relate well to children in the beginning. Putting a silly thing on your head and making silly faces is a relief from the pressure of keeping the mask up and a child, even one obviously too old for it, is the perfect excuse to relax mentally. The real fun will start when his decline is significant enough that he CAN'T keep the mask up and the line between inside voice and outside voice starts to blur.

I just find it odd how for so many people, social distancing and masks are optional in this "pandemic"

In red states? I went to a red county and we walked in to a bar, looked at the bartender and pointed to my mask and she said take that shit off lmao. It was a great week of vacation. Of course during the day all the tourist shops were crazy as hell, hand sanitizer before entering, masks and social distancing. But once they closed for the day everywhere else was normal for the locals and they didn’t treat you as an outsider, it was a nice break.
