Whenever two decisions are placed before you, it may be a very interesting form of psychological manipulation.

In this example, this would be called “agenda setting,” where those in power limit the choices available in the minds of the masses - that is to say, they prevent you from realizing ALL your options. I.e. x or y keeps you focused on making a choice rather than contemplating the possibility of answering “z.”
