Not once have I ever seen someone handing out water to people waiting in line at the polls. Not in 22 years of being of legal voting age. This is a non issue that they're kvetching about. It's likely just an extension of already existing laws banning campaigning within 100 feet of a polling location. Walk up with water bottle. "Please vote for Democrat X" I'd put money on this being why the change exists.
