It isn't about color. Black cops are probably the most conservative blacks in existence. It's about getting rid of the overwhelmingly conservative law enforcement paradigm and replacing them with brainwashed liberals who are willing to beat or shoot you for exercising your rights to free speech, people who despise the constitution. There will be PLENTY of whites in that category, I assure you.

There's a difference between the police and the army. At some point it's no longer police work that is required, and maybe that's part of the agenda

Nothing would make the monopolistic corporate world and their cronies more happy than to see the rise of a public private partnership when it comes to police and military work. If anything that's what they relentlessly pushed for to this day

And evidently, none of the propositions above are mutually exclusive, and that's also how they get away with it. Is it malevolence or stupidity? Hard to tell.... Is mad maxine waters evil or stupid? Hard to tell... Maybe she's just completely fucked up, and really believes she's doing something right

IMO she's just a narcissist like most of the rest of them, and she does what she feels is right from her perspective... And the TPTB loves people like her, because her nature leaves so much rooms for manipulation, evil, and plausible deniability, at the same time
