No, more suggestive than that. One definition might be "the depiction of erotic behavior (as in pictures or writing) intended to cause sexual excitement" It does not necessarily need to involve genital stimulation, or even depict the genitals. It's more about the intent of causing sexual excitement.

Because I can't quite imagine the case what you are referring to, and I do not want to see it either, I will just say there may be a case of that somewhere. If it is intended to cause sexual excitement it is some sort of porn for sure. If it's questionable I'd say it is.
