I have an older rev board C64 that I could swap that chip from, assuming they're interchangeable between revs. Will have to dig into those details. Thanks for the suggestion.

Yeah they are all the same, It is most likely socket U1. Also go down the line on the keyboard and try every key just for fun. Handy link here. (c64-wiki.com)
