Solon 67% White, 12% Asian, and 12% Black

Euclid 68% Black and 30% White

Can't imagine why one city would be safer than the other. Weird...

Why do those 30% of Whites stay?

Like many inner ring suburbs it used to be a nice white community. Perhaps they don't want to leave homes they have lived in for decades. Some might be too poor to leave. Not really sure.

Combination of those things plus I bet a healthy bit of miscenegration to make that 30% "white"
