Why is the pharmacy responsible? They don't write the prescription.

The pharmacies were filling unusual amounts of these prescriptions, usually from a single local physician.

I believe the original complaint was that they did nothing to alert authorities to potential pill mills dispensing dangerous amounts of controlled drugs - they just kept filling them and happily collecting money for doing so.
