Sounds like Jewish embellishment to me. Or are we supposed to believe that a thin copper line running through the walls and floors wasn't broken when the entire building collapsed?

There's a couple of explanations here. I offer them as a former telephone tech.

1: It's bullshit. Most likely explanation.

2: There was a local PBX and it's failing because a building fell on it. (Old Bell System equipment was terribly robust.) It's making calls to stored numbers as it goes insane.

3: The line to that phone is compromised and the switch or SLC or whatever they're using sees it as a call, and is using the last called number as the dialing pattern.
