Legalize drugs. Tax drugs. Let companies make drugs properly and profit. Remove the taboo and "forbidden fruit" desire of rebellious teens to use drugs, and most drug problems remove themselves. There are so many actually destructive and deadly and hurtful things happening that they could focus on like rape gangs and murders and robberies and child trafficking. Not to mention some drugs are perfectly fine as long as you're prescribed them and buy them from big pharma or your local liquor store. Give me a break.

I dont take drugs. I don't need drugs to feel happy in my life. Drugs can definitely become a problem for some people, but a lot of our problem comes from the way we treat drugs. Look at portugal.
