I think the text book definition of institutional racism would be affirmative action and SAT rescoring and diversity quotas.
Failing to want to do something, I can't criticized as much. For example, I want to get rid of welfare for many reasons, but one of them is that it breeds (literally) a dependent black population. Does that make me racist? To not want to give something away for free that was never someone's right in the first place?
