I'm no expert, but my understanding is that if you shoot someone wearing kevlar armor, while a hollow point handgun round won't penetrate, it can still bruise and break bones. The energy has to be dissipated somehow.
And if they're using ceramic armor, well, two shots in the same place can make it fail.
I'd be curious to know what actually happened. Maybe one of them missed the armor.

Not to mention the risk of spalling if the plates were steel.
I read a story about this yesterday. It did say they missed but it also said there was a video of them shooting the armor 5 times on one kid and at least one time on another kid. I don't think it said what caliber I just assumed 9mm but to take that many rounds it seems like it could only be .22 but how does a .22 kill someone that should have all their vitals covered.

It does say it was a 9 but that can't be accurate.
Maybe the area not covered by the vest was the upper chest, like some vests don't cover the neck area. And the wearer was a 16 year old, so he could have been smaller than an adult, and more of his chest was not covered by the armor.
