If the plan for pushing electric cars is to restrict the people they're shooting themselves in the foot. With gasoline you're dependent on a very long supply chain that involves wells, pipelines, railroads, refineries, and gas stations ... all powered by electricity. Any point in that chain can be targetted for instant immobilization of a huge majority of the population.
With electric cars you're dependent on having solar panels. To immobilize you they have to find your panels and come and get them. Each house. Block by block.
