So urea is artificially manufactured from ammonia & carbon dioxide for the quantities they want.

So why on earth would there be a shortage of it? Ammonia & Carbon Dioxide doesn't sound exactly like item that would be in short supply, otherwise they would be complaining about the shortage of Ammonia & Carbon Dioxide. Oh, and Carbon Dioxide isn't just a input, it is also a byproduct of the creation of urea.
I am wondering if they just picked something that most people don't know anything about to excuse the shortage.
