Back in the day it was called something like Windows Services for UNIX in the pre windows 10 era. Yes, it sucked balls.
Modern "WSL" sort of works. Some people love it. I fucking hate it. I just want to run *nix. Not some fucked up half emulated bullshit on windows.

You’re correct, it used to be called Cygwin.
It was is a free, open-source collection of Unix-like tools that allowed users to run Linux or Unix applications on Windows.
On Linux they do the same with WOL.
Cygwin is still out there and free. Its a entirely separate project from WSL/WSU. I used it for a while too. It "mostly worked" but had some really odd quirks. WSL/WSU are fully in-house and supported directly by Microsoft where Cygwin is independent and OSS.
Yes, what I meant to say is, before WSL, people had to use Cygwin to run Linux stuff on Windows.
