I ranked each state's normal license plate (and free alternative plates for the states that have them) from worst to best.
S Tier is reserved for works of art.
A Tier features plates with great designs.
B Tier features plates with good designs.
C Tier is for plates that feature plain designs while still having something unique to them or being pleasing to look at.
D Tier is for plates with bland or ugly designs, barely passing for the fact that there is no URL.
The F Tiers are reserved for plates with URLs on them, because URLs do not belong on license plates.
Edit: Forgot to add a couple of alternate North Carolina plates, both are C Tier.
