It doesn't look like the water line is hooked up to anything and is just there for the lulz. Though with the right hose adapter that could be really bad.

Edit: No, it does look like it goes through the left-hand side. I guess someone had no other spot for the box and decided to be clever to extend the water line through it.

This is a standard irrigated electrical main box. You usually only see this in the metal plating industry.
