Those who really know the binary number system know that you do not represent a binary number like that. The way it is notated in this joke does not provide enough information to determine that the base of the number system is 2 since decimal (base 10) is notated that way normally.

For me both is correct, I think it comes down to how you view it: - Those that couldn't will not figure it and therefore is part of the missing data - Those who could will figure it and understands they were the missing data
