He's doing the same dumb-ass boomer-lib routine he's always done. He's making a nuanced statement which doesn't equate to support or advocate pedophilia. He's doing this as context for his association with Milo. This is not a good look, I'll give you that much.
Such claims require evidence. I can imagine him saying many different things which could be twisted into meaning that, but within context are intended to mean something else.
