I'm not up on American gun laws, so I'm curious if this is more than a joke/sarcasm?

Not a joke. Holding a "pistol" against your shoulder makes it a short barrel rifle, and thus illegal. Having the tennis ball at the end of the buffer tube is sufficient to show intent to hold the rifle against your shoulder. Intent is illegal in this case too.

If I'm understanding you, this is basically trolling legality, and making a legal firearm illegal, but for ridiculous logic?

With this law they made 40 million firearms illegal. The only means to legally retain them is almost impossible for the agency to process. The goal here was to make criminals out of those who would buy such guns. AR pistols were a little more of a niche buy, not for your everyday Joe, so I expect the goal was to make the most "gun nut" inclined individuals into criminals, so they could go after the big fish gun owners while not boiling out all of the frogs.
